Free Peppol in Belgium
Can it be free? Yes, for many small businesses. The FPS Finance itself writes that there are tools on the market that "even for free" deliver more value than a central government solution would [1]. But "free" means something different each time: receive-only, a cap on invoices, app-only, or only for the first year.
First: send, receive, or both?
If you invoice only consumers, you only need to be able to receive, so a free receive-only option is enough. If you invoice Belgian VAT-registered customers, you also need to send. Not sure? Take the check on who must use Peppol.

| Odoo (One App Free) | one app, e.g. Invoicing; Peppol sending and receiving "free, unlimited" according to Odoo | only one app is free [5][6] |
| onFact (Free) | Peppol send and receive | 3 sales documents a month; incoming XML shown as preview only [7] |
| Peppyrus | send and receive via web interface or API | from 1 November 2026: 100 messages a month, unlimited receiving [8] |

Is there a free government solution?
No, not for invoices between businesses. The government deliberately chose a decentralised, market-driven approach and offers no central tool [1]. The former government platform Hermes was shut down on 17 December 2025; nothing can be sent or received through it any more [13]. See Hermes alternatives.
What to watch
- Read the limits. A 3-invoices-a-month plan is free until you need a fourth.
- One provider at a time. If you combine a free receive-only option with software to send, check where your enterprise number is registered: Peppol ID lookup.
- Paid can be tax-efficient. Small SMEs and the self-employed can deduct invoicing subscriptions at 120% in tax periods 2024 to 2027 [14].
