Check ELMA registration: can a Norwegian business receive EHF invoices?

From 1 January 2027, a customer's ELMA registration decides whether you must send it EHF: if the customer is registered as a recipient, you send an e-invoice, not a PDF [4]. Here is how to check a business (including your own), what the result means, and what to do if the registration is missing or wrong.

What is ELMA?

ELMA is Norway's official address register (SMP) in the Peppol network, managed by the Norwegian Digitalisation Agency (Digdir) [2]. When an access point registers a business as a recipient, its organisation number and the document types it can receive go into the register [1][2]. Anyone sending an EHF looks the recipient up there.

Many people still search for "ELMA register". DFØ now calls its search page "Search for recipients of EHF and Peppol BIS (formerly ELMA)" [1]. Some Norwegian businesses are registered in other Norwegian address registers than ELMA; they are equally valid recipients [3].

How to check a business

1. With our lookup (fastest). Enter the organisation number (9 digits, with or without "MVA") in the EHF lookup. We look up 0192: + organisation number directly in the Peppol network and show whether the business can receive invoices, which access point it uses and which document types are registered. We show no contact details.

2. In the Peppol Directory [6], as DFØ describes [1]:

  1. Enter the business name or organisation number.
  2. Click "Search Peppol Directory", then "Show details".
  3. Open the "Supported document types" tab.

3. Technical lookups. DFØ also points to Anskaffelser.dev Lookup and Peppol Lookup, where you type the country code 0192: before the organisation number [1].

How to read the result

You see It means
Peppol BIS Billing 3.0 (invoice and credit note) The business can receive EHF invoices. DFØ states that Peppol BIS Billing 3.0 is the same as an EHF invoice [1]. From 2027 you must send e-invoices here [4].
Only other document types (e.g. order or catalogue) The business is on the network but not registered for invoices.
No result The business isn't registered, the directory isn't updated yet, or the search is mistyped [1].

The Peppol Directory is compiled from the address registers, and listing in it is voluntary. A missing directory entry is therefore not proof that a business cannot receive [1][3]. Our lookup queries the address register directly, so it is more up to date.

Is your own business registered?

Look up your own organisation number. If you aren't registered, your suppliers can keep sending you PDFs until 2030. The duty to be able to receive e-invoices must be met by 1 January 2030 [5].

Getting registered: contact your software provider or an access point and ask to be registered as a recipient in ELMA [1]. This is usually a setting in your accounting software. DFØ keeps a list of access points in Norway [7].

Switching software or access point

When you change accounting software, the recipient registration has to move. DFØ describes the switch like this [1]:

  1. Ask your old software provider to remove you from ELMA.
  2. Ask your new software provider to register your organisation number.

If you no longer want to receive EHF in a system, ask your current or former provider to delete your organisation number [1]. A forgotten old registration can make invoices end up in software you no longer use, so check your registration after every switch.

Common questions

My customer says they don't get my invoice. Look up their organisation number. If the lookup shows an access point the customer doesn't recognise, an old registration is probably still active.

Do I have to register now? There is no duty to receive e-invoices until 2030 [5]. Many businesses register anyway so that supplier invoices land directly in their books.

Does registration cost anything? That depends on your software. See free and cheap EHF options.
