Free EHF invoicing in Norway: free and cheap ways to send EHF

From 1 January 2027, bookkeeping-liable businesses in Norway must send e-invoices to bookkeeping-liable customers that are registered in ELMA ^[1]. If you only send a few invoices, it doesn't have to cost much. These are the free and cheap options we found, with prices taken from each vendor's own pricing page on 6 October 2026. All prices are in NOK excluding VAT unless stated otherwise.

DFØ keeps an official list of invoicing systems and simple web portals that create EHF and send it through an access point ^[2]. Every option below is on the DFØ lists or states on its own site that it sends EHF.

So "free" usually means free software but a fee per EHF. Check the terms before you choose.

Pay per invoice, no software

If you have no invoicing software and only need to send an EHF now and then:

• SendEHF: no monthly fee, 35 kr per send, down to 25 kr when buying 50 ^[10].
• SendRegning: 11 kr per EHF, plus a 35 kr admin fee only in months when you use paid services ^[9].

What do 10 EHF invoices a month cost?

Worked example with the prices above, excl. VAT, assuming all 10 are sent as EHF in one run.

Cheap accounting software with EHF

If you also need bookkeeping, software that sends EHF directly is often simpler. Some low-cost examples:

• Luca Regnskap: 109 kr/month with monthly billing, regardless of voucher count ^[12].
• DNB Regnskap Mini: 129 kr/month; sending and receiving EHF is included within 150 vouchers a year, then 25 kr per voucher ^[11].
• Fiken: 219 kr/month, EHF included ^[13].

Remember receiving by 2030

Many free options can only send EHF. From 1 January 2030, bookkeeping-liable businesses must also be able to receive e-invoices ^[15]. If you pick a send-only tool now, plan for receiving later. If your turnover is no more than NOK 50,000 a year and you are neither VAT-registered nor required to prepare annual accounts, you are exempt from receiving, and the sending rule applies only if your invoicing system can send e-invoices ^[14]. How to choose

1. How many invoices do you send? Fewer than five a year: a free plan is enough. More: compare the price per EHF.
2. Do you need bookkeeping too? Then accounting software with EHF is often cheaper overall.
3. Do you need to receive EHF? Check that the tool can receive before 2030.
4. Can your customer receive EHF? Check with the EHF lookup.
