Business software suite whose Invoicing app can be the single free app. Odoo's documentation lists the Netherlands as eligible for Peppol registration, says registration is free, that Odoo acts as both access point and SMP, and that sending supports BIS Billing 3.0 and NLCIUS. Paid Standard/Custom plans are priced per country and are not listed. The Invoicing app page says sending and receiving electronic invoices is free and unlimited ('gratis, voor altijd').
