The company behind Xero is based in New Zealand. According to its own pages, it can send, receive and process e-invoices. Formats it names: PINT AE. Its cheapest paid plan costs USD 7 a month (prices checked on 6 Oct 2026). It has no free plan.
What all ASPs must offer. To be accredited, a provider must be an active Peppol-certified service provider that has passed the OpenPeppol conformance tests [3], and must declare a commitment to 100 free e-invoice exchange and reporting services per year from the signature of the end-user agreement [2]. Ask for this to be written into your contract.

Notes
No extra fee: "UAE eInvoicing is now available through Xero at no additional cost for clients on Starter, Standard or Premium plans." (e-invoicing page). Lite is not named. Xero itself is not on the MoF ASP list; it is on the FTA Tax Accounting Software Register. Pricing page warns: "Xero subscription prices are increasing from 1 November 2026." Prices are USD on the AE site.
